Remove ability of ordinary Members to change folder view of any folder

It might be good to get rid of a lot of the tab-bar actions such as add item, change state, etc for certain views - these are not needed for basic plumi functionality and can break things, so should be removed from the interface for most users.
Let's start with removing the ability of ordinary Members to change the folder view of any folder.
In fact, let's allow only Managers to access this folder-view option, as it's hard to see why other users would need this function.

Cool, but I guess we should really remove those other obscure views also - such as "flowplayer". This won't mean anything to the user of a video-sharing site.
In fact I think we should take the "display" tab out altogether, for everyone except Managers & Editors.
I think this should be grouped together with other customisations into a "Override Plone Configurations" option in a new Plumi control-panel, as per this wiki page:

don't worry about the configlet part for now, just do this by default in Plumi

This can be achieved by hiding the plone.contentactions viewlet; will have to work out how to do this in code rather than the ZMI.
