Remove callouts from Plumi and put into a new product plumi.callouts.

This can be included by plumi.app, along with new plumi.video, see:  https://plumi.org/ticket/541

I would say it could be used by anyone (not just EM) and is a plumi option, but is removed from the overall package.

Perhaps we could start a "plumi addons" section off the wiki/blog as part of lightening plumi up a little?

Also if this refactoring is better in a 4.1.1 or 4.2 release rather than the 4.1 feature focus?
